Federal Judge Dismisses Rye Teacher's Lawsuit RYE, N.Y. -- A federal judge dismissed a lawsuit by a Rye teacher who alleged the school district violated her constitutional rights, according to LoHud.com.   U.S. District Court Judge Cathy Seibel said that Carin Mehler, a fourth grade teacher who has been on paid administrative reassignment for improper coaching during state exams, did not have her constitutional rights violated by the school. Mount Vernon Shooting Victim Was Targeted, Police Say MOUNT VERNON, N.Y. -- Mount Vernon authorities are saying a man who was shot on Monday afternoon was targeted, according to News 12 Westchester.  The victim was standing outside of the Top Deli Market at approximately 3:30 when the gunman approached him and opened fire. The gunman then chased the victim into the deli and shot him five times, News 12 Westchester reported.  The victim remains in critical condition after sustaining gunshot wounds to the arms and stomach.
