New Rockland Budget OK'd As Legislators Unable To Override Day Vetoes ROCKLAND COUNTY, N.Y. -- After hours of contentious back and forth Monday, Rockland County legislators failed to muster the 12 votes needed to override County Executive Ed Day's vetoes to the 2017 budget. The minority members of the Rockland County Legislature voted 11-5 to sustain Day’s budget. The budget sticks to the state-mandated 1.17 percent property tax cap.
