Grant Project To Expand Dutchess Restart Program DUTCHESS COUNTY, N.Y. --  Next year, Dutchess County will continue to work to improve its RESTART program with help from a $1.8 million grant aimed at offering therapy and job planning for residents on probation in an effort to reduce recidivism.
