Long-Term Construction Starts On Route 9W In Congers ROCKLAND COUNTY, N.Y. -- Commuters should plan alternate routes if possible in order to avoid bridge construction that began Thursday on Route 9W from Tuxedo Lane to Dr.  Davies Road in Congers. During construction, traffic will be reduced to one lane for the next three months. Temporary traffic lights will be put in place to help handle the traffic flow.
