"Sorry," is what one unlicensed Baltimore driver said to a Loudoun County jogger he hit with his side mirror before fleeing the scene, authorities said.
Jaden Hughes, 21, of Baltimore was arrested and charged with Driving Without a License, Hit and Run, and Use of a Phone While Operating a Vehicle in the Thursday, Aug. 17 crash, the Loudoun County Sheriff's Office said in a release.

A man and two teens who stole and crashed golf carts at a Fairfax County country club were arrested, and four firearms were recovered, authorities said.
Deon Luangraj, 18, of Lynchburg, was charged with Possession of a Firearm with an Altered Serial Number, following the Wednesday, Aug. 16 incident at Hidden Creek Country Club on Clubhouse Road in Reston, county police said. Two other teens, ages 14 and 16, were also arrested.
