Cortlandt Man Charged In Putnam With Driving With Suspended License PUTNAM COUNTY, N.Y. -- A Cortlandt Manor man was charged with driving with a suspended license after being stopped for a traffic violation. Robert J. Toub III, 23, was stopped by Putnam County Deputy Sheriff William Verrastro around 1 a.m. on Wednesday, Aug. 31, on Gallows Hill Road in the Town of Philipstown. During the stop, Verrastro determined Toub had a suspended license.  Toub was charged with aggravated unlicensed operation of a motor vehicle and was released without bail.
